Riverbank tower surprise



During our randonne club walk at the end of October which set off from Descartes, we took the path along the riverbank opposite the town, We caught site of the paper-mill on the other side of the river and as we walked we suddenly came across this tower on the riverbank. 



After discussions with fellow walkers as to why it was there,the best answer was that it appears to have been used to ferry items over the river to a similar tower on the opposite side via a pulley system. Now there is a pulley on top of the tower nut it does seem rather an elaborate method to use...any other ideas,or is this correct?



The walk did give us more appealing views than that of the factory which you can see more of here.
